The 2024 budget proposal submitted by the government of Luiz Inácio Lula da Silva does not include adjustments for federal public servant salaries, Bolsa Família benefits, or the Individual Income Tax (IRPF) table. Economic team suggests that these adjustments should be discussed in Congress during the Annual Budget Law Project (PLOA) process. Federal employees received a 9% salary increase this year after a freeze due to the COVID-19 pandemic. The IRPF exemption limit was raised to R$ 2,640 per month in May, with a promise to increase it to R$ 5,000 by the end of Lula's term. The Bolsa Família program is allocated R$ 169.4 billion for 2024, expected to support 20.8 million families. The minimum wage is proposed to increase by 7.7% to R$ 1,421. Public investments are set at R$ 69.7 billion, with R$ 56.8 billion for the New Growth Acceleration Program (PAC).
