Climate finance is increasing but remains insufficient to address climate impacts and fund green transitions in developing countries. The COP28 agreement on the 'loss and damage fund' highlights the growing importance of climate finance but also its inadequacy. The EU, despite its significant resources, has focused more on internal climate efforts, risking perceptions of hypocrisy. Historical emissions data underscore the EU's responsibility, and the text calls for reallocating fossil fuel subsidies to renewable energy and implementing taxes on polluting sectors. The EU must support developing countries in their green development and address potential negative impacts of mechanisms like the Carbon Border Adjustment Mechanism.

Lazarus Chakwera, leader of the Malawi Congress Party, initially lost the 2019 presidential election but won a rerun in 2020 after the original results were nullified due to fraud allegations. Despite his evangelical background and promises to fight corruption, Chakwera's presidency has been marred by nepotism and a failure to tackle corruption, leading to plummeting approval ratings. A major scandal involves British businessman Zuneth Sattar and alleged bribes to government officials. Anti-Corruption Bureau director Martha Chizuma faced intimidation and legal challenges, undermining anti-corruption efforts. Western donors, crucial to Malawi's economy, have expressed dissatisfaction with Chakwera's governance, threatening to withdraw investments. Despite these challenges, Chakwera has time before the next election to address issues like the cholera outbreak and agricultural concerns.

The Challenge of Carbon Emission Rights Trading
23 Oct 2023

New African - le Magazine de L'Afrique

| Environmental Policy
The global carbon credit market is valued at approximately $909 billion, with Africa beginning to tap into this lucrative resource. Coordinated efforts across the continent could yield significant benefits. Carbon credit markets allow industrialized countries and companies to offset their carbon emissions by investing in environmentally friendly projects in other countries. African countries like South Africa, Morocco, Kenya, Malawi, Gabon, Nigeria, and Togo are pursuing various initiatives, focusing on forest regeneration and sustainable energy sources. The African Carbon Markets Initiative (ACMI) aims to produce 300 million carbon credits annually, unlocking around $6 billion in revenue and creating 30 million jobs by 2030. The United Arab Emirates has committed to purchasing $450 million in carbon credits from ACMI. The Congo forests, capable of absorbing about 1.2 billion tons of carbon annually, hold about 8% of the world's forest carbon. Investments in natural carbon sequestration could mobilize up to $82 billion annually in Africa. The Economic Commission for Africa (CEA) has led the creation of a regional carbon registry and a harmonized protocol for issuing carbon credits. Notable carbon credit projects include Kenya's Olkaria II Unit 3 geothermal expansion and Nigeria's Earthcare solid waste composting project. The Nigerian government is preparing to develop its carbon markets, with the Nigeria Sovereign Investment Authority (NSIA) planning a national carbon strategy. The NSIA has partnered with Vitol to create Carbon Vista, a joint venture investing in carbon elimination projects in Nigeria. The call for increased investment in African carbon credit markets is both a moral imperative and a strategic move as the world shifts to a low-carbon economy.

The firings, effective immediately, were announced through statements by the Secretary to the President and Cabinet, Zangazanga Chikhosi, and the Director of Communications at the Statehouse, Sean Kampondeni. Political expert Wonderful Mkutche views the action as a strong message against corruption.
