Federal Public Ministry allegations against those responsible for selling the Indian vaccine Covaxin to the Brazilian government, which was targeted by the Covid CPI, have been stalled for over a year in the judiciary. On June 24, 2022, Judge Maria do Carmo of the Federal Regional Court of the 1st Region suspended a case before the court could decide whether to accept the indictment of 11 people for ideological falsehood and embezzlement during the vaccine negotiation. The case's progress is halted as the court has yet to decide on the merits of an appeal questioning whether the Supreme Federal Court should have jurisdiction due to the involvement of Congressman Ricardo Barros, who has privileged jurisdiction. The Public Ministry accused Precisa's members, including owner Francisco Emerson Maximiano, of using false documents to represent themselves as representatives of the Indian laboratory Bharat Biotech, which produced Covaxin. Additionally, Precisa executives were charged with embezzlement for presenting a false bank guarantee letter issued by FIB Bank. FIB Bank's president, Roberto Ramos Júnior, and Marcos Tolentino, considered a hidden partner of the company, were also accused of ideological falsehood. Another case involving some of the same individuals has been similarly suspended by the TRF-1 since October 2021, concerning a Federal Police investigation into fraud in high-cost medicines involving Global Saúde, another company of Francisco Emerson Maximiano. Congressman Ricardo Barros denies any connection to the inquiries, stating that the alleged link is cited by lawyers as a legal strategy to buy time. The lawyers for Francisco Maximiano claim that the judicial decisions met defense requests due to a clear conflict of jurisdiction and privileged forum.
