After inheriting control over Venezuela's coal industry, Nicolás Maduro, contrary to his predecessor Hugo Chávez's ecological guidelines, granted concessions to three Chinese companies for coal mining in Zulia between 2015 and 2017. The ventures failed due to inefficiency, corruption allegations, and resistance from indigenous communities and environmental groups. Despite the ecological concerns raised during Chávez's presidency, Maduro's government sought to diversify the economy away from oil dependency by reviving coal mining projects with foreign companies. However, these plans have not materialized, and the coal remains unexploited, with new agreements signed but not yet fruitful.
